This is called "The safe zone" hack. Basically the hacker (or 15 year old idiot) enables the exploit so anyone within a 100 or so perimeter of the exploiter automatically puts their gun away, thus creating a "safe zone" for the pussy hacker.

novo is one of the most deadly areas even without bandits. The buildings alone can break your legs and kill you because of all the lag or geometry.

To add on to his comment, the NWAF should also lur people into map as the center military base is it gives you more of a sense of "oh I don't want to lose my gear", as opposed to the NEAF where you can think to yourself "well if I die I can spawn right back here and regain everything I lost, nothing to lose!".
