Whenever I edit my starting loadout (I also use DayZ.st) I like to hit save loadout a couple time just to be sure it saved before I restart the server. I recommend trying this and seeing if it helps.

Bandits, survivors, heroes, and people just chilling, playing DayZ as a past time. Clans are also welcome to come and join! The server is always day so no need to go searching for NVG's. The admins are always watching the server. Our anti-hack is state of the art and will protect against anything guaranteed! Battleye has been turned off! But don't worry hackers cannot hack this just allows global banned players or players with stolen keys to play again come give the server a try. Most of our admins use the [T.O.B] tag. If someone with the [T.O.B] tag is giving reasonable orders, please follow them! Our admins have never and will never abuse powers. If an admin is caught abusing powers, he will be removed from his administrator positions and he will be removed from the server altogether, we do not take this lightly.
