As mentioned the server time is solely up to the people running the server. You can find servers with both day and nighttime locally - some people just prefer playing daytime and have work till late so they can't normally play during daytime.

Lets be honest - your machine is pretty old (I should know, I had a very similar e8400 setup a few years ago), but the game "should" run. Have you tried opening up regular ARMA2 and playing for a bit in singleplayer? DayZ adds some "lag" compared to the singleplayer experience.

Except it isn't quite accurate- the list is reverse engineered and is to be taken with a grain of salt. But for the most part it is pretty spot on.

The ATVs certainly need to fit the distance/speed. As I recall players run at approx. 20KM/H which is a fair bit more than your typical person.
