Well, no. This here is an anti-tank rifle. The KSVK is an anti-materiel rifle, just like the AS50 or the M107. If there is any point in having anti-materiel rifles included, I think having the KSVK in would make more sense than having British or American high-caliber weapons in Chernarus.

No. No. The L115 uses a .338 Lapua Magnum cartridge, while the AS50 uses a .50 BMG cartridge, which is .50 cal. Of course you won't really notice any difference when shooting at live targets, but AS50 has quite the edge against vehicles.
