well i know that i already have it bought on my steam just wanna rebuy to for my brother on a different steam same computer

Alright this is a pretty simple question hopefully I can get a pretty simple answer so here we go :) Alright I play on a regular basis but my brother plays as well he uses my computer sometimes and I was wondering if I make him a Steam account and buy it(ArmA: OA) for him on that steam account will he be able to play on that one? like if i buy a copy of it on another steam and he plays dayz on that account will it how to put this.... conflict accounts at all? or will he have his save files and i will have mine? cause I don't want him messing with my saved character again.
