i would try a full re-installation of the game, and if you have any of the dlc's reinstall them if you have bought them throught steam it can be down by going into the dlc's properties and verifying the integrity of the game and re running the dlc -
did you run the game as admin, it needs admin privileges to even write the key to your registry
