the server equipment is more expensive than you think. when I worked at Codemasters they got a shipment of servers in. half a rack. they said about a millions worth in that one. and that was for the websites they host there games using 3rd party servers since it would cost to much to do it otherwise. If you want 1000 players you have to make the game not lag or anything and have standard servers that people are currently renting have enough power and bandwidth to handle it. i can see with optimization the 200 players that Arma 3 is boasting but not 1000 on the Arma 2 engine.
It would be very expensive to setup a server or server cloud to do that and would not work in the arma engine. they would have to redesign and build a entire new game. I am with you that a game like this would be good. however i just don't think its feasible for the day z staff.
I would say 30mins to 1 hour wherever zombies spawn (they ate them) and 3-6 hours outside that, and a thresh hold for both types just encase the load is getting to much.
