I have questions about my server, 1. How do you change the time of day? 2.How do you turn tags on? 3.How do you make people spawn with maps?

Ok so i bought Arma 2 combined operations, and i have installed both arma 2 and OA. I have installed Dayz commander when i join a server it just takes me to the main menu, so next i go my game library on steam change the arma 2 OA launch options to -mod=@dayz -nosplass, after that it does the same thing, so when i right click arma 2 OA i do not see play combined operations, i am out of solutions, not to mention sometimes when i try to join i get you cannot play/edit this mission, please help.
