i can't use this setings because i've low frame rate :S and the gpu usage is around 30%... this is a shit :( EDIT: I change all graphics to LOW and i have 40-60 fps WTF? :S what not working fine? :( please help me!

My pc: Asus Sabertooth 990FX R2.0 Kyngston hyperX 12GB 1666Mhz SSD WD 250GB (USA IMPORTED) Shappire 7950 Vapor-X 950Mhz/1250Mhz (mem) FX-8350 4,2Ghz i can't play at 60fps on 1080p whit hig graphics configuration, someone can help me?
