After reading comments and putting more thought into it I believe that certain servers could be set up for scenario play while the rest remain as they are.
Scenario one: initial outbreak. Initial game civilian population should start out uninfected. Then each city spawns a zero-case zombie to initiate the out break. All civilian ls panic and random evens like military teams exterminating civilians before being over run. Helicopter evacuating or crashing. Scenario going from serine to chaos to finally devolve into the post outbreak state. Players try to survive the zombies and other players. Scenario two: search and rescue. Team based open where you father npc survivors and they follow you to extraction point
I see your point vividly. Abandonment should not equate a total lack of reminders that there was once a living breathing society. Ambient reminders should remind players that the world wasn't always a bunch of empty buildings and wrecks.
As a military veteran I know that during emergencies governmenta attempt evacuations or some sort of civil service action. I would like to PA systems blaring occasional civil defense instructions to the now dead populace. Of coarse these instructions would be automated telling people to go to evacuation centers or to remain in their homes or declarations of martial law etc.
Random events should be rare. For example we don't want a cargo chopper full of goodies crashing every day. And that random npc squad I mentioned should be even more rare. It should pay to pick off individual units to get single "drops" like binoculars or occasionally a good weapon. Maybe even acquire uniforms. I kinda like the idea of a random zombie mob spawning at a random location and migrating to areas of high player population density

It would be interesting to see various random events occur ie., cargo chopper/planes crashing full of goodies or rouge military squads roaming about periodically so that you can kill its members for loot. Even nonintetactive events such as chopper/plane flybys.
