The tent stays on that specific server with your things. Other people can and will loot it if they find it while you are offline or on another server. Right now tents seem to be buggy as well. I am also pretty sure this has already been talked about in many places and didn't require a new topic.

It is called a tactical reload for a reason. It is often more advisable to change magazines during a lull in a firefight even if the one you are on is not currently empty. Although they could institute a way to manage your magazines manually (obviously only in downtime) but it is not something I would considered anything near important.
