As I understand it, at minimum you need; Arma 2 and Operation Arrowhead. They can be purchased individually or as the Arma 2 Combined Arms package (cheaper option) If you also want Hi-Res textures in game you need to add Arma 2 Private Military Company. The cheapest route is to get Free Arma2 and buy Operation Arrowhead. This is supposed to work from reports I've read, but the downside is you are stuck with Low-Res textures forever.
