No, when you log into your account on one computer you will automatically log out on any other PC where you are logged into Steam with. Don't forget when doing this with your brother remember your account login details and have access to your email so that you can authorize the new PC with Steamguard. On another note if you want you can try family sharing between your PC's and two different steam accounts. This allows you to run on up to ten different devices and five different steam accounts which you have listed under your main account as family. You will need to be online to share and he will have access to your entire steam library baring some i.e. subscriptions etc. As the account holder, you can always access and play your games anytime. If you decide to start playing when a family user is playing one of your games, he/she will be given a few minutes to either purchase the game or quit playing. To enable this have the primary log in and ensure Steam Guard security enabled via Steam/Settings/Account in the Steam Client. Then enable the sharing feature via Settings/Family, (or in Big Picture mode, Settings/Family Library Sharing,) where you'll also authorize specific computers and users to share. I just take off moving cover to cover keeping buildings and other objects between myself and said player. If I fail and end up kibble in the roadway, I just gear back up with new items :).

Realistically you can each just log in back and forth on the seperate PC's and the same steam account. Clearly you will not be able to play at the same time and another note is Steam will send you a verifcation code via email each time you log in back and forth asking if this is new PC authorized by the account holder.

I just monitor my entrances and exits to an area prior to going in for a few minutes. If I come in contact while in an area I take cover and open the conversation to see if they want me to team or piss off. I watch non verbal signs i.e. agressive movements and play off them to move on or stay. Obviously if there is direct fire, axe swinging etc they do not want to make friends so I just watch the positioning and counter move out of the area.

Most of said server restarts are put on by the servers host(s) not the GSP on the main hive. Majority of those hosting said server(s) in a large number tend to be privately owned yet publicly hosted and have either increased server restarts for two reasons performance or loot. The longer a server runs with items the more d'sync and server lag starts to appear so restarting frequently can refresh and resolve some of this in a few ways. Others who host may have chose the get rich or die trying path of more frequent server restarts equals more gear accumulated in less amount of time which some perceive as a solution to increased server population. Ultimately I agree with you on increasing server restart length however I in some cases think it may cause more harm then good until optimized. That said try to find a consistent server which works for you, two-three hour restarts seem to work the best. Best Regards, Steak.
