Are they playing SA or the Mod? They have to manually update it properly. Download the files. Go to steam\steamapps\common\dayz\expansion\battleye and place the files in there. -

Are you certain he was not equipped with damaged items before you shot him? I dont kill players so I have never seen this happen.
