FPS is calculated by several different things. I doubt anyone could give you a real number based on pc specs alone. -

Hackers target high pop servers. Common sense would tell you if you want to avoid them stay on low pop servers.. -
Sorry to hear that. I don't normally give rides but this guy has good trader points so what the hell. No issues at all. Vehicles are fine except you have to refuel them after every server restart which sucks but they get repaired for free so it's a trade off.

Usually that would indicate the mission file isn't set properly. Get in touch with your host if it's a rented server. If not check to make sure your mission file is listed correctly in your servern config. -

AFAIK It should take 7-10 days for servers to spawn vehicles on new servers. 3 weeks sounds wrong.
