This subject is a bit touchy as there are instances where a shot could be lethal. (One shot - One Kill motto comes to mind). It's too late for me to be thinking into complex balancing, but... The general premise of "I shouldn't have died from being shot in the arm" is valid. I always thought the zombies would have saw the smoke and though, "thefuck?" - I think smokes should still provoke some kind of reaction... but, maybe a smaller one?
