Yes. You also seem to be one of many that doesn't understand what Alpha means. -
No one is going to stop you from making your own mod the way you want it. This however, isn't your mod. It will not fit you perfectly. Deal with it or stop playing. And remember, this is still a alpha. Every thing could change at any time.

Why do everyone jump to the conclusion that bandit skins was removed because of bandit tears? Is it so impossible that it was removed because it didn't work with the lootable skins they want to add? -
Again, this is an alpha. It's nowhere near being finished. Reading the forums I get the feeling many fail to realize what an alpha actually is. Yes, PKing is a problem. We have a lot of players running around shooting on sight which results in their victims getting tired and start doing the same just to stay alive and the whole thing just snowballs. I'm certain that this will become less of a problem as the mod progresses.The dev team will add things that makes the mod more focused on survival(like the temp and infections) and less on PK just for lulz, the "COD kids" will get bored and move on, the hype will slow down and people will leave for other games.
