Discussion: Central Loot Economy 1.0 & Spawns

So... we have those old loot economy maps for the 0.61 central economy that have the game split into loot tiers. These loot tiers are loosely interpreted to allow loot at different tiers to spawn at different locales. For example, in the base 1.0.2 types.xml, we find that high-capacity vests spawn exclusively in Tier4 Military sites. From in-game testing, I have verified this is Tisy (even the north-central base does not spawn them).

I'd like to ask you, the other modders, how the following scenario works. Say you have 3 or 4 "content" mods. These mods are all adding guns, clothing, backpacks, vests, etc. These mods all have different <min> and <nominal> values for their items, too. I attempted to standardize the loot by setting a common set of values across types of items. For example, all clothing (including vests and backpacks) have a <min> of 12 and a <nominal> of 20. For common guns (most guns in these mods), the <min> is 30 and the <nominal> is 40. I have tried various value sets, and seem to run into the same problem.

The unfortunate result I'm seeing is that in military sites, there seems to be a "dominant" gun or two, with very little else spawning. Is it possible that these numbers are "too high" and we're saturating the spawns? i.e., are we spawning too many of these items to fill the slots that are available for spawning items? While you can argue that <min> 130 and <nominal> 150 Makarov spawns (default 1.0.2 types.xml) across all of Chernarus is reasonable, in smaller places like military sites, what is reasonable?

Finally, does the loot distribution for <min> and <nominal> carry across all of the bases in a given tier, or is that per base? For example, if I have 5 SVDs allowed (minimum), and I say, "spawn in Tier 3 Military sites", is this spread across ALL military sites that are Tier3, or is this PER site that is marked Tier3?

Anyone who has experience and can share that experience would be greatly appreciated.

this is random, you can have all 5 svds in one tier 3 "base"(even in one building) or divided between all tier 3 places

there are more places for items then actual number of items which can spawn, so this shouldn´t be a problem, and about the dominant items i will link a post i made in another topic about this
