Not sure about the CPU usage, i suspect it seems low because it drops when you tab out. The "haze" is actually a 3D effect, you must have enabled it in your graphics card control panel.

wonder how that looks with 3d movie glasses on

hmmm Red_Ensign might be on to something here...

Have you ever used 3d vision or glasses on that rig?   Some nVidia hardware/driver combos do have a stereoscopic setting.

You might want to check your nVidia Control Panel just to see if there's a stereoscopic setting to disable for Dayz.

Youre cpu dropped to 1,72 make sure you enable high performance in you're powersettings in the windows control panel so youre cpu stays at 3,3Ghz. Youre CPU is not the moste powerfull for Dayz and the highest possible frequency is the best.

Looking at youre memory is is a little low swap youre 2gb module for a 4gb fot a total of 8gb, youre graphics card is way underpowered.

3,3 GhZ is unlocked, so if CPU has need to be at higher frequency, it'll just go up, you don't have to do anything.

If for some reason your CPU does get locked, you could check out a program called "ParkControl" that will unpark (enable) all cores of your CPU.

EDIT: Also from your screenshot it looks like your resolution is set extremely low. Try bumping it up to your monitor's actual resolution, as well as setting the rendering resolution to 100%. It probably wont fix that weird 3d thing you have going on, but will make the game look a lot better when you do get it working properly.
